Captain Clarke “Otter” McNeace

Captain Clarke “Otter” McNeace is the Vice President of Flight Operations and Standards at Aviation Performance Solutions (APS). As the leading UPRT provider for major U.S. air carriers, insurance companies, government agencies and corporate flight departments worldwide, APS’ proprietary Loss of Control In-flight are delivered to over 30,000 pilots annually. 

With 43 years of aviation industry experience, from the young age of 14, Clarke has been an active aviator in numerous aspects of the aviation industry to include sailplanes, seaplanes, military aircraft (jet and turboprop), airliners, and aerobatic aircraft. He served nearly 12 years with the U.S. Navy as a combat-decorated fighter pilot and instructor flying the FA-18 Hornet off aircraft carriers. Clarke was then hired by a major airline where he flew Boeing aircraft for 10 years, five years as a Captain. This background would become essential in his later instructional delivery of Upset Prevention and Recovery Training (UPRT) for pilots of business and commercial jet transport aircraft. 

Clarke is an expert in the delivery of Loss of Control-Inflight (LOC-I) mitigation strategies. He is active in a number of industry safety and educational efforts and was asked by the FAA to serve in the FAA-Industry Stall/Stick Pusher Training Working Group developing updated stall training guidance. He also contributed to the Royal Aeronautical Society’s International Committee for Aviation Training in Extended Envelopes (ICATEE) addressing LOC-I. Clarke was also retained by the European Aviation Safety Agency (EASA) as a subject-matter expert in the development of their UPRT Rulemaking. 

As the VP of Flight Operations and Standards for Aviation Performance Solutions (APS), Clarke has served full-time for more than 16 years developing and delivering academic, flight, and simulator training programs dedicated to improving pilots’ skill sets in time critical, life-threatening situations. He was directly involved in UPRT training of numerous international airlines’ simulator instructors including Delta Air Lines, United Airlines, South African Airlines, Singapore Airlines, and Emirates. 

Clarke holds a B.S. degree in Computer Science and has more than 15,000 flight hours.
