Captain Paulo Silveira is a Captain in the Canadian Armed Forces (CAF) Reserves with the National Cadet and Junior Canadian Ranger Support Group (Natl CJCR SP Gp). He has served for 26 years in various capacities within the CAF: as an Instructor, Line Pilot, Unit Deputy Commander, Chief Tow Pilot, Check Pilot and as Regional Flight Safety Officer. Paulo has recently been selected as the new National Air Operations Flight Safety Officer for the Natl CJCR SP Gp.  He oversees a National Flight Safety program encompassing a fleet of 199 aircraft, 5 regional Flight Training Centers and numerous contracted flight training schools. 

As a trained Aircraft Accident Investigator, Paulo assists investigative teams and advises on cadet related accidents with the Royal Canadian Airforce’s (RCAF) Directorate of Flight Safety (DFS). Paulo completed his Flight Safety Officer training with the RCAF and has since obtained an Aircraft Accident Investigation certificate from the Southern California Safety Institute (SCSI) and a certificate of Aviation Risk Management from Embry-Riddle Aeronautical University (EARU). In addition, he has also received extensive Human Factors and Fatigue Risk Management Training. Paulo is a full member of the International Society of Air Safety Investigators (ISASI), and of the Royal Aeronautical Society.

Paulo introduced the Canadian Cadet Organization (CCO) / Air Ops to the Bombardier Safety Standdown making it a reoccurring professional development opportunity for its senior members. Last year, Paulo conducted the Fatigue Awareness and Mitigation: The Nuts & Bolts workshop and this year he will continue with Elevating Your “Fatigue” Standards.
